Ugandan President Yoweri Museveni has identified the late Kenyan politician Cyrus Jirongo as the person who alerted him to concerns surrounding the Government-to-Government (G-to-G) petroleum supply arrangement involving Kenya and Uganda.
According to Museveni, Jirongo approached him around 2019 and raised concerns over the role of intermediaries in Uganda’s petroleum supply chain.

Museveni said the information prompted him to direct Uganda’s then Energy Minister Irene Muloni to look into the matter and address the concerns that had been raised.
Jirongo, a former Cabinet minister and long-serving Kenyan politician, died in December 2023.
Museveni’s remarks have brought renewed attention to the history of Uganda’s petroleum import arrangements and the concerns that have surrounded the use of intermediaries in the regional fuel trade.
The G-to-G arrangement has been a subject of debate in Kenya and Uganda, particularly over fuel procurement, pricing, supply security and the companies involved in the importation process.
